Mandatory signs indicate that an order applies on the relevant road section or location. (unofficial translation)
Circular blue signs represent an order, not a suggestion: you must travel in the indicated direction or pass on the specified side of an obstacle. Sign 402 specifies the directions in which you must leave the junction. Sign 404 specifies the side on which you must pass the sign. These are different instructions; a junction-direction sign before a junction does not require a turn at the signpost itself.
A påbud is a mandatory instruction. For sign 402, use the arrows to identify the permitted directions for leaving the junction. Information signs can also establish duties, so their meaning must be read separately. Signs directing you to pass to the right or left of an island are equally literal — pass only on the side indicated by the arrow.
