What a driving licence costs in Norway

State fees — the fixed part

These amounts are the same across the country and are paid to Statens vegvesen. The tariffs have been in force since 1 February 2026 — source: the official fees page.

The difference between the columns is the payment method: paying online on vegvesen.no is cheaper than paying at the counter of a trafikkstasjon. The theory test and photo are paid for at the station.

The minimum in state fees, using online payment where available: 480 + 1 490 + 160 + 100 = about 2 230 NOK. Each retake requires a new test fee. Driving-school car rental for the practical test is an additional cost, outside these state fees.

Mandatory training — what you cannot skip

Beyond the fees there are mandatory training elements. Use an approved driving school for the required training. The basic traffic course can also be taken as an elective at a lower secondary school. The official list is on the class B pathway page:

• Trafikalt grunnkurs — the 17-hour basic course required for learners under 25. The night-driving module has seasonal timing rules; see the official pathway. From age 25 you are exempt from most of it: the darkness-driving module (mørkekjøring) and first aid remain.
• Trinnvurdering × 2 — assessment lessons with an instructor after training stages 2 and 3.
• Sikkerhetskurs på øvingsbane — the slippery-track course («glattkjøring»), 4 hours.
• Sikkerhetskurs på veg — the final on-road course, 13 hours, including a long drive (landeveiskjøring).

What that costs depends on the school. Each school sets its own prices for the mandatory courses and ordinary driving lessons (kjøretimer); neither Statens vegvesen nor any other official body publishes a price list. There is also no official minimum number of ordinary driving lessons — it is individual. So any «total figure» you see online is an estimate, not a tariff: compare several schools in your region.

Where you can honestly save

• Pay online. The practical test and licence production are cheaper online — 160 NOK saved for nothing.
• Private practice driving. Private practice with a qualified supervisor (øvelseskjøring) can reduce the paid lessons you need. Vehicle and fuel costs may still apply.
• Do not fail the tests. A retake means another test fee. The minimum wait is 2 weeks for theory and 4 weeks for the class B practical test. The theory result is also valid for 3 years: drag out the practical and you retake the theory too.
• Prepare the theory yourself. A driving school is not required for the theory. Practise with Teorix questions and English explanations linked to the rules: first question with no sign-up.
