What a driving licence costs in Norway

State fees — the fixed part

These amounts are the same across the country and are paid to Statens vegvesen. The tariffs have been in force since 1 February 2026 — source: the official fees page.

The difference between the columns is the payment method: paying online on vegvesen.no is cheaper than paying at the counter of a trafikkstasjon. There is no «weekend» or «evening» surcharge on the tests.

The minimum in state fees, if everything is paid online: 480 + 1 490 + 160 + 100 = about 2 230 NOK. Every retake of either test means the same fee again — there are no retake discounts.

Mandatory training — what you cannot skip

Beyond the fees there are mandatory training elements. They can only be taken at approved driving schools, and they are the main part of the cost. The official list is on the class B pathway page:

• Trafikalt grunnkurs — the 17-hour basic course, before any practice driving. From age 25 you are exempt from most of it: the darkness-driving module (mørkekjøring) and first aid remain.
• Trinnvurdering × 2 — assessment lessons with an instructor after training stages 2 and 3.
• Sikkerhetskurs på øvingsbane — the slippery-track course («glattkjøring»), 4 hours.
• Sikkerhetskurs på veg — the final on-road course, 13 hours, including a long drive (landeveiskjøring).

What that costs depends on the school. Each school sets its own prices for the mandatory courses and ordinary driving lessons (kjøretimer); neither Statens vegvesen nor any other official body publishes a price list. There is also no official minimum number of ordinary driving lessons — it is individual. So any «total figure» you see online is an estimate, not a tariff: compare several schools in your region.

The Norwegian Consumer Council (Forbrukerrådet) advises: only approved schools may run the mandatory courses, «cheapest» does not mean «best», and large prepayments are worth avoiding.

Where you can honestly save

• Pay online. The practical test and licence production are cheaper online — 160 NOK saved for nothing.
• Private practice driving. Driving with a supervisor (øvelseskjøring) is free, and Statens vegvesen itself recommends getting as much practice as possible before the test — it cuts down the paid school lessons.
• Do not fail the tests. A retake means the full fee again and at least a 2-week wait. The theory result is also valid for 3 years: drag out the practical and you retake the theory too.
• Prepare the theory yourself. A driving school is not required for the theory. The Teorix trainer asks questions in bokmål — in the exam's official style — and explains every answer in English with a link to the statute paragraph: first question with no sign-up.
