Start outside the car
Section 23 makes the driver responsible for checking that the vehicle and load are safe and compliant before departure, and remain safe in use.
This includes a borrowed car. Look around for wheel damage, visible defects, obstacles and available space, especially places where a child or animal could be hidden from the driving seat.
Seat, steering wheel and head restraint
Adjust before moving.
- You should reach the pedals and steer confidently without repeatedly leaving the seat back.
- Choose a position that gives a clear view of the road and instruments.
- Set the head restraint using the vehicle instructions.
A universal exact distance or angle does not suit every person and design.
Check the seat and steering adjustments are locked.
Mirrors do not remove blind spots
Set the mirrors after the seat, from your normal driving position.
Obtain a useful rearward and side view for this car. A camera assists but does not replace observation. Check blind spots appropriately before moving or changing position. A door-handle or horizon rule is not universal for every mirror design.
Belts, children and luggage
- Fasten your belt, remove slack and avoid twists.
- Check children’s restraints and passenger seating.
- Secure luggage, clear the pedal area and keep heavy items off the rear shelf.
- A bag must remain safe under braking, not merely stay upright while parked.
Visibility and controls
- Clean windows, mirrors and lights and clear misting.
- Locate the lights, wipers, hazards and parking brake before setting off.
- Interpret dashboard warnings using the manual; a running engine does not prove the car is safe.
- Set the route and put the phone away before driving.
The final check
- Check doors, the selected drive mode and space in front and behind.
- Look again immediately before moving because things may have changed while you adjusted the car.
- Give the necessary signal and move only when safe.
- During the test the examiner assesses this: Norwegian sensor means the examiner here, not an electronic sensor.
- Make preparation a meaningful habit rather than a performance of gestures.
